A model of governance of Spain’s external action: The rise of the multi-level Casas

After an introduction to the growing external action of Spain, the paper first focuses on a concrete empirical goal and, later, on a broader theoretical one. Empirically it argues that the Spanish government has found in the Casas an effective instrument to coordinate a multiplicity of public and private actors with external projection. Analysing their power and financing structures one verifies that the government leads the Casas participated by Autonomous Communities and, usually, cities, while they link with private actors in more distant ways. At the theoretical level, and grounded on the novel empirical study, the paper advances an explicative model about the degree of conflict in the governance of Spain’s external action, and concludes with ideas to further corroborate the hypothesis.
