Nowadays, more people are currently displaced and seeking protection worldwide than ever. States have the right to control the entry, residence and expulsion of aliens; at the same time, several international instruments affirm, apparently, the right of every person to freedom of movement and residence. This paper deals with the limits to the jurisdiction of the State on the matter.
